The National Council for Arts and Culture (NCAC), in collaboration with the Federal Ministry of Art, Culture, Tourism, and Creative Economy (FMACTCE), has launched the Council for Creative Technology Futures (CCTF), a national platform designed to integrate cutting-edge technologies into Nigeria’s creative industries.

The CCTF is expected to transform the creative sector—spanning 49 industries including music, film, fashion, gaming, publishing, photography, theatre, and more—into a globally competitive $25 billion economy by the end of 2025.

Purpose and Vision

The Council for Creative Technology Futures is tasked with guiding Nigeria’s creative industries through a structured digital transformation process. By merging culture with innovation, the CCTF aims to:

  • Develop the National Creative-Tech Framework & Roadmap (2025–2030), ensuring alignment with the National AI Strategy, Executive Order 005, and the Digital Economy Policy (2020–2030).

  • Equip Nigerian creators with globally competitive tools and platforms to enhance production quality and reach.

  • Create sustainable job opportunities and expand export-ready creative content.

  • Protect and monetize intellectual property through modern technology solutions such as blockchain-based digital rights management.

  • Elevate Nigeria’s standing as a cultural and technological leader in Africa and beyond.

Global Partnerships and Collaboration

The CCTF is built on a foundation of strategic partnerships with local and international organizations. These include:

  • British Council

  • UNESCO

  • Google

  • Meta

  • Netflix

  • African Development Bank (AfDB)

  • European Union

These partnerships will support training, technology transfer, funding, market access, and international exposure for Nigerian creatives.

The NCAC also plans to work closely with sister agencies in culture and tourism to ensure that digital transformation efforts are harmonized across the sector. Stakeholder engagement through policy memoranda and industry consultations will be central to this process.

Leadership and Membership

The CCTF is chaired by Charles Emembolu of TechQuest and includes a multi-disciplinary team of experts from across the creative and technology spectrum:

  • Misan Harriman – International Director and Photographer

  • Dayo Elegbe – Founder, Sponge Group (Digital Marketing)

  • Bizzle Oshikoya – Music and Talent Management Executive

  • Kemi Awodein – Partner, Chapel Hill Denham

  • Osas Peter – Founder, BlackAt

  • Malik Afegbua – AI Storytelling and Creative Visual Futurism Specialist

  • Sandra Oyewole – Intellectual Property Lawyer, Olajide Oyewole & Co.

  • Judith Okonkwo – AR/VR Specialist, Imisi 3D

  • Dr. Dahiru Sani – Founder, Kaduna Business School

  • Dr. Chinedu Odoala – Head, NCAC Secretariat

All members serve pro bono, reflecting a shared commitment to advancing the creative sector.

Technology Focus Areas

The CCTF will explore and apply emerging technologies to boost innovation, distribution, and monetization within the creative economy:

  • Artificial Intelligence (AI) for automated content production, personalization, and creative analytics.

  • Augmented Reality (AR) and Virtual Reality (VR) for immersive experiences in film, gaming, and exhibitions.

  • Web3 technologies to enable decentralized content ownership and revenue streams.

  • Blockchain for transparent intellectual property tracking and digital rights enforcement.

Economic and Cultural Impact

The NCAC estimates that with effective implementation, the CCTF can significantly expand Nigeria’s creative exports, create thousands of new jobs, and boost the nation’s GDP. The integration of technology is expected to reduce production costs, improve global competitiveness, and protect creators from piracy.

By fostering cross-sector collaboration, the initiative also strengthens Nigeria’s soft power—influencing global culture through music, fashion, art, and film.

Looking Ahead

The 2025–2030 Creative-Tech Roadmap will serve as the blueprint for transforming Nigeria’s creative industries into a digital-first, innovation-driven sector. If fully realized, this plan could see Nigerian creatives not only dominate African markets but also compete effectively on the global stage.

With the council now operational, the coming months will be crucial in translating policy into measurable impact. The creative world will be watching to see if Nigeria can set a model for how emerging economies integrate culture with technology for sustainable growth.
