Ehingbetin 2022: The Lagos State 30 Years Economic Development  Plan

In a groundbreaking shift, the Lagos State Government has announced a strategic plan to tax remote workers and digital influencers, aiming to raise an impressive ₦200 billion annually. This initiative is part of a larger vision to boost the state’s internally generated revenue (IGR) to a staggering ₦5 trillion. But how will this ambitious goal be achieved? Let’s delve into the details.

The Digital Economy: A New Frontier for Taxation

The digital economy in Lagos State is set for a major transformation. By targeting remote workers and digital influencers, the government aims to expand its tax base. This initiative, detailed in the upcoming EKO Revenue Plus Summit, is seen as a key component in achieving the state’s revenue goals.

Implementation of the Resident Global Digital Citizen Tax Management System

Central to this strategy is the introduction of the Resident Global Digital Citizen Tax Management System. This innovative system will oversee the accreditation and licensing of digital economy operators, ensuring a comprehensive and streamlined tax collection process. The system will feature an e-Portal, Market Place, and Recovery Platform, designed to facilitate efficient tax administration and revenue recovery.

Investment in Digital Solutions

To support this ambitious initiative, Lagos State plans to invest ₦250 million in portal construction, data mining, and various partnerships. This investment underscores the government’s commitment to leveraging technology to enhance tax collection and administration.

Establishment of a Public Data Marketplace

A significant aspect of this initiative is the creation of a public data marketplace. By licensing and monetizing data from various government services, Lagos State aims to unlock new revenue streams. This move is expected to generate significant income, contributing to the overall revenue goals.

Supporting Digital Payments and Fintech Innovation

Lagos State also plans to establish a fintech hub, designed to support digital payments, mobile money, lending, and crowdfunding. This hub will not only facilitate financial transactions but also foster innovation and growth within the fintech sector.

Software Development and Digital Economy Acceleration

Further, the government will set up the Lagos State Software Development Center and the Lagos State Digital Economy Acceleration Hub. These centers will serve as incubators for tech startups and digital enterprises, driving innovation and economic growth in the state.

The Blockchain and Tokenization Agenda

In collaboration with the Federal Government, Lagos State will implement a Blockchain and Tokenization Agenda. This initiative aims to harness the potential of blockchain technology to enhance transparency, security, and efficiency in financial transactions.

Comprehensive and Innovative Approach to Revenue Generation

“Increasing Lagos State IGR to 5 trillion naira in the life of the current administration requires a comprehensive and innovative approach that leverages technology, strengthens tax administration, expands the tax base, and explores new revenue stream options, especially in the non-tax areas, while optimising the existing processes,” a government document states.

Projected Revenue Contributions

While the digital economy is expected to generate ₦750 billion, the property industry is projected to add ₦1.5 trillion. The informal sector and the circular economy are anticipated to contribute ₦460 billion and ₦20 billion respectively.

Conclusion: A Visionary Step Towards Economic Growth

The Lagos State Government’s plan to tax remote workers and digital influencers represents a visionary step towards economic growth. By embracing technology and expanding the tax base, the state is poised to achieve unprecedented revenue milestones. This comprehensive approach not only enhances revenue collection but also fosters innovation and economic development, positioning Lagos State as a leader in the digital economy.
